They must be somehow cancelling the shot animation and then firing again. I can't figure out how either..

Holding down or rotation before attack is exactly how dash CC comes out. I can't think of any reason why it would be inconsistent.. maybe the down button on your d-pad (if playing on pad) is worn out? As a side note for LW/RW dash CC it's almost always better to trigger it by rotating, since you can...
