Sellers that will ship internationally will normally have a message in English in the item description. Most sellers won't ship outside of Japan, though, so you'll likely have to go through an intermediary. Here are three that I believe are reputable:

Another thing you can try is to search eBay for video game auctions from sellers in Japan, then send the the seller a message asking if they can help you. Sellers living in or near Tokyo may be willing to get items in Akihabara since they probably are already going there regularly for their eBay items. And who knows, they might even have a storefront there! The fees may or may not be cheaper than the above intermediaries. The reason I mention eBay is that sellers there need to speak English. If you try calling or emailing random game stores in Akihabara, I don't think you will get very far unless you can speak Japanese.
There are some game stores in Japan that do cater to foreign (English-speaking) customers. You can contact them to ask if they can find what you want. Here are a few:

I bought a Ver.5.66 Naomi ROM from Manjiro, and some AMP connectors from RS (for VOOT arcade controller mods). I may have bought from Excellent Com but I'm not sure.
Unfortunately VOOT and even Force are extremely old now, and most parts are no longer being produced, so it may be difficult to find what you need. Let us know how your search goes... any feedback on any stores/sellers would be greatly appreciated.
