I used the Google language tool to translate the Katakana and I got "Faiyubu". Then again Google language tools does machine translation

And yes, you can unlock it. After meeting some requirement (what exactly, I'm not sure. I think you just have to get to the boss Fei), you can select the original Fei-Yen by highlighting Fei-Yen on the character select screen and holding the dash button.

Bear in mind it's not our reality she appears in, but that one which Virtual Century takes place...Remember that in VC, the arcade machines come equiped with MSBS...

Having said that...it "could" be possable, probalby through Tangram. Who knows.
