Yes, as a matter of fact, he is. The MARZ commander(the guy who briefs you on most of your missions)mentions him, and Sylvie Fang(leader of the Rose Sisters) also mentions him a couple of times(once before and once after your first fight with the Rose Sisters), except Sylvie calls him "Lord Anber," for some reason.

His name is mentioned at about 0:53 (this is from the Japanese version, so look for "アンベル" in the dialouge".

I'm pretty sure there was something going on between the two. In the second to last track of Counterpoint 009A, there was a discussion between Anber and Sylvie that ended with what I swear were the sounds of clothes rustling and a zipper being undone. Interpret that as you will...

Okay, so I was looking at some YT vids of the tracks for Cyber Net Rhapsody, and there's mention of an ability called Cross-Conversion, where a person can change between Virtuaroid and human forms. The two boys, Toby and Mobu were given this power, and they used it to fight the DN Corp.'s forces while helping Faiyubu to escape. The fact that she can change between VR and human forms means that she most likely has that ability, as well.

EDIT (Extra Info 7/13/16): You know how Sylvie Fang refers to Anber IV as Lord Anber? Well, Anber is the 14th head of a prestigious family. It would make sense. Some of you might already know this, though.
