It's hard to tell from the pic but the condition doesn't look great. Though $400 is pretty cheap. Hopefully it will go to a good home.

If you're referring to the hood I think that might just be the angle... since it sticks way out on one side: I think the photo being taken just off of straight on makes it look wavey.
The only real damage I see are some scuffing and yellowing of the plastic, which easily fixable.
from what I've seen usually the most heavily damaged part of these machines is the joysticks and the divider, both of which look to be in good shape.
apparently the seller is motivated to get rid of it: http://forums.arcade-museum.com/showthread.php?t=273859
probably willing to be talked down on the price.
