How do I get the DLC?

Do I need to mod my Xbox? Do I need a JP Xbox account? If so, how do I make one?

You just need a Japan region Xbox Live account. You can make a new one (if you buy DLC with a different account, it will still work for all your accounts, as long as it's on your console). You can also migrate your account's region to Japan but doing that is tricky and currently doesn't offer much incentive to do so.

To make a Japanese account, on your xbox just go to the Console Settings and change the locale and language to Japan. Then make a new gamertag and sign up for Xbox Live with it. (After that you can change the locale and language settings back to USA).

Whichever you choose to do, adding Japanese money to a Japanese account is currently the biggest challenge. Your credit card probably won't work so you will need to buy Japanese money gift cards or Japanese region old MSP cards.
